REVIEW OF THE GENERAL PURPOSE COSTING SYSTEM

The Surface Transportation Board (Board) will hold a technical workshop concerning the Supplemental Notice of Proposed Rulemaking (Supplemental NPR) issued in this proceeding on August 4, 2016. The purpose of the technical workshop is for Board staff to provide to interested persons a presentation on the proposals set forth in the Supplemental NPR and to answer technical questions about the mechanics of the proposal. Interested persons are invited to attend.

 

The Board staff presentation will discuss how the five major components of the Supplemental NPR, which proposes changes to the Board’s Uniform Railroad Costing System, would operate. The major components of the Supplement NPR include: (1) Switching Costs Related to Switch Engine Minutes, (2) Equipment Costs for the Use of Railroad-Owned Cars During Switching, (3) Station Clerical Costs, (4) Car-Mile Costs, and (5) Other Related Changes. Prior to the workshop, interested persons may submit technical questions on the mechanics of the proposals set forth in the Supplemental NPR or on the Board’s corresponding workpapers. Submitted questions should not contain confidential information and should be framed in a way that would not require the disclosure of confidential information when answered.[1] Interested persons must submit any questions they may have to URCS@stb.dot.gov August 24, 2016. Board staff also may answer follow-up questions during the technical workshop as time permits.

 

The technical workshop will take place on September 7, 2016, from 10:30 a.m to 12:00 p.m., in the Board’s Hearing Room at 395 E Street, SW, Washington, DC 20423-0001. This workshop will be available on the Board’s website by live video streaming. To access the workshop, click on the “Live Video” link under “Information Center” at the left side of the home page beginning at 10:30 a.m. on September 7, 2016.

 

It is ordered:

 

1. A technical workshop in this proceeding is scheduled from 10:30 a.m to 12:00 p.m. on September 7, 2016, as discussed above. Interested persons are invited to attend.

 

2. Interested persons are directed to submit any questions they may have to URCS@stb.dot.gov by August 24, 2016, as discussed above.

 

3. This decision is effective on its service date.
