Methodology To Be Employed in Determining the Railroad Industry's Cost of Capital
, STB Ex Parte No. 664. The Board is holding this hearing because this rulemaking could have significant impacts upon rail stakeholders and a wide range of Board decisions. The hearing will provide parties of record the opportunity to further discuss the Board's proposal to use the "Capital Asset Pricing Model" (CAPM) methodology to determine the rail industry's estimated cost of capital, and the comments submitted in this proceeding.
