Victoria J. Rutson Named Chief of Surface Transportation Board's Section of Environmental Analysis


Surface Transportation Board (Board) Chairman Linda J. Morgan today announced that Victoria J. Rutson has been named Chief of the Board's Section of Environmental Analysis (SEA), the division of the Board's Office of Economics, Environmental Analysis, and Administration responsible for the agency's compliance with the National Environmental Policy Act and related environmental statutes. Ms. Rutson succeeds Elaine K. Kaiser, Esq., who recently retired after a distinguished career in the federal government.



Prior to her new position, Ms. Rutson served as the Project Leader for the Board's environmental review of the Dakota, Minnesota & Eastern Railroad Corporation's Powder River Basin Expansion Project, the case currently before the agency as Finance Docket No. 33407. She will continue to work in that capacity with SEA staff and with a contracting team of technical experts.



Ms. Rutson has served the Board since its creation in 1996. From 1994-95, she served the former Interstate Commerce Commission (ICC) as the Attorney-Advisor to that agency's Section of Environmental Analysis, which she joined in 1990. She was an ICC Staff Attorney from 1988-1990.



Ms. Rutson holds a Bachelor of Arts degree ("With Distinction") from the University of Virginia (1981), and a Juris Doctor degree from the Dickinson School of Law (1985), where she was the Notes Editor of the Dickinson Law Review. She is a member of the Bar of the State of Pennsylvania and is admitted to practice before various federal courts of appeals. She and her husband reside in Alexandria, Virginia.
