Chairman Oberman Appoints Janie Sheng as Director of Office of Public Assistance, Governmental Affairs, and Compliance

Surface Transportation Board Chairman Martin J. Oberman today announced that he has appointed, with the approval of the Board, Janie Sheng to serve as Director of the Office of Public Assistance, Governmental Affairs, and Compliance (OPAGAC). Ms. Sheng has served as OPAGAC Acting Director since August 2021. In her role as Director, Ms. Sheng manages a multidisciplinary staff and oversees external operations including governmental affairs, communications, and compliance. She also oversees the monitoring of rail operations, service analysis, the maintenance of tariffs, and mediation coordination. She also oversees OPAGAC’s Rail Customer and Public Assistance (RCPA) program, which assists interested stakeholders and the public by answering questions pertaining to Board regulations and procedures and facilitating informal private-sector dispute resolution of service-related issues and other matters.

“Ms. Sheng has been a respected leader in the agency for many years,” said Chairman Oberman. “All of the Board members value her advice and counsel on a daily basis. She is skilled at communicating often complex matters to members of Congress, industry executives, the general public, and technical experts, which is a great asset to the Board. The Board and the public will be well served by her contributions as OPAGAC Director.”

Ms. Sheng joined the Board in 2010 as an attorney in OPAGAC and was named Deputy Director in 2014. During her time at the Board, she has also served as Attorney Advisor to two Board members and as Chief of Staff of the agency. Before joining the agency, Ms. Sheng practiced antitrust law at Jones Day, and transportation law at K&L Gates, in Washington, D.C.

Ms. Sheng holds a Juris Doctor from Georgetown University Law Center and a Bachelor of Arts in Economics from the University of Maryland.
