STB Extends Comment Period for Proposed Reciprocal Switching Rule

The Surface Transportation Board today announced that it will extend by 15 days the comment period in Reciprocal Switching for Inadequate Service, Docket No. EP 711 (Sub-No. 2), a Notice of Proposed Rulemaking (NPRM) that focuses on providing rail customers with access to reciprocal switching as a remedy for poor service.

The Association of American Railroads filed a motion seeking a 90-day extension of the comment period.  The Board partially granted the request, finding that an extension of 15 days would reasonably accommodate potential commenters while also ensuring timely consideration of the issues.

Comments on the NRPM are now due on November 7, 2023, and replies are due by December 6, 2023.
