Surface Transportation Board Chairman Patrick Fuchs announced today several key staff selections.  Lisa Novins will serve as his chief of staff, overseeing many of the managerial functions and day-to-day operations of the Board.  Thomas Quinn will serve as attorney-advisor, providing legal counsel to Chairman Fuchs.  Stephanie Borges will serve as Chairman Fuchs’ administrative assistant.

Lisa Novins joined the Board’s Office of Proceedings in 2012 and Board Member Fuchs’ office in 2019 as his attorney-advisor.  Prior to joining the Board, Ms. Novins worked for two years as an associate in the energy and litigation groups at a small law firm in DC and for a year as a law clerk in Vermont.  Lisa received her JD from American University, Washington College of Law and her BA in Geology from Oberlin College.

Tom Quinn joined the Board’s Office of the General Counsel in 2022.  Before that, he spent eight years in the New York and DC offices of a large law firm, where he was a senior associate in the litigation and arbitration group.  Tom received his JD from Vanderbilt University and his BS from Fordham University.

Stephanie Borges joined the Board as an administrative assistant in July 2020.  Before that, she served 24 years in the Marine Corps and then transitioned to civil service.  She has served as a paralegal for the Department of Justice and as executive assistant to four Generals.
