In EP 770 (Sub-No. 1) the Board directed Class I rail carriers to submit two broad categories of data for rail service and employment for a six-month period to better assess how these carriers are performing amid a challenging supply chain environment. These collections were extended in 2022 and 2023 with some modifications to scope. In December 2024, the Board extended collection for a small subset of employment data. These data are being collected in a consolidated template with the employment data collected under 49 CFR 1246. In Spring 2025 the Board will migrate to reporting compiled employment data for continued data elements and provide a final archived file of the historical EP_770 employment data.

In EP 770 (Sub-No. 1) the Board directed all seven (7) Class I rail carriers to submit to the Board two broad categories of data for rail service and employment for a six-month period to better assess how these carriers are performing amid a challenging supply chain environment in light of recent acute service issues. On October 28, 2022, the Board directed carriers to continue data submission for a six-month period ending May 5, 2023. On May 2, 2023, the Board directed carriers to continue weekly performance data and monthly employment data reporting until December 31, 2023, and modified reporting requirements for CSX Transportation, Inc. (CSXT). The May 2 order discontinued CSXT’s obligation to submit trainee information in its monthly employment data. The Board does not require CN, CP, and KCS to report trainee information in their monthly employment data. Class I Carrier Data Submission Requirements
The Board required all Class I carriers to submit the following information monthly for a six-month period beginning June 15, 2022. On October 28, 2022, the Board directed Class I carriers to continue data submission for a six-month period ending May 5, 2023. On May 2, 2023, the Board directed carriers to continue submitting this data until December 31, 2023. The May 2 order discontinued CSXT’s obligation to submit trainee information in its monthly employment data; however, BNSF, NSR and UP were required to continue to include trainee information in their employment data. The Board does not require CN, CP, and KCS to report trainee information in their monthly employment data:
The monthly reports are available in the table below. The table reflects data contained in the reports as submitted by the carriers. The data have not been independently verified by the STB.
Additionally, during the temporary period during which carriers are required to submit the data above, the STB will incorporate the data into monthly employment data compilations, along with the employment data collected in Form C. A data dictionary describing the dataset is available here.
